This is usually the effective monthly cost when you prepay for the longest available term. Check what term it assumes. A plan billed monthly without a prepay can cost considerably more per month than the headline suggests.
When the first term ends, most plans switch to a regular price. For a fair comparison, calculate the total for three years: the first term at the introductory rate, then the remaining time at the renewal rate. Rankings can change completely once you do this.
A plan that allows one website may be fine today but force an upgrade later. Storage figures matter less than file count (inode) limits and CPU or memory allowances, which are what budget accounts actually run out of.
Check whether backups, SSL, email accounts and a domain are included. A plan that is a little more expensive but includes daily backups may be the better deal.
Comparing that average across plans is far more honest than comparing headline rates.
Look at the length of the refund window and the exclusions. Domain fees and some add-ons are typically deducted from refunds.
If the site grows, can you upgrade within the same account without migration or new setup fees? A smooth upgrade path protects the value of a cheap start.
