What UpCloud is

UpCloud is a Finnish infrastructure-as-a-service provider founded in 2011 and headquartered in Helsinki. It sells KVM cloud servers, block and object storage, managed databases, managed Kubernetes, load balancers and NAT/VPN gateways from fifteen data centres in twelve countries, three of them in the United States (New York, Chicago and San Jose). The company’s calling card is MaxIOPS, its own storage-area-network technology, which it rates at up to 100,000 read IOPS and 30,000 write IOPS at a 4k block size and ships as the default tier on its Premium servers.

Who it is for

This is a developer and SMB cloud, not a shared host. There is no cPanel, no one-click WordPress plan and no website builder; you get a control panel, a REST API, a CLI, Terraform, Ansible, Packer and Crossplane integrations, and a server you administer yourself. It fits teams that want European data residency, predictable monthly numbers and an SLA they can actually claim against, plus agencies and resellers layering their own management on top. If you want someone else to patch your stack, look elsewhere.

Pricing and billing

Server plans come in three families. Starter plans bundle Standard-tier storage and a 99.99% SLA and run from 1 vCPU / 1 GB / 10 GB at $3.50 a month up to 4 vCPU / 16 GB at $32. Premium plans bundle MaxIOPS storage, a public IPv4 and a 99.999% SLA, starting at $6 for 1 vCPU / 1 GB / 25 GB and climbing to 80 vCPU / 512 GB. Cloud Native plans unbundle storage and IP addresses entirely and are only billed while the server is running, which makes them the natural choice for Kubernetes worker nodes and autoscaling groups. GPU servers with NVIDIA L4, L40S, H100 and B200 cards sit above that, with spot pricing as a cheaper option.

Everything is billed by the hour and capped at 672 hours (28 days) per month, so the monthly figure is the same in February as it is in July. Prices are global: the same plan costs the same in Sydney as it does in Helsinki. There are no promotional first-term rates and therefore no renewal jump, which is why the renewal column here matches the advertised price. Starter and Premium servers are billed whether they are powered on or not, because the bundled storage and IP address stay allocated; Cloud Native servers stop billing when you shut them down.

Bandwidth and the Fair Transfer Policy

UpCloud does not meter egress. Under its zero-cost egress policy, inbound and outbound public transfer are included, and each plan contributes an allowance to an account-wide Fair Transfer Limit that ranges from 0.5 TB on the smallest Starter server to 100 TB on the largest Cloud Native plan. The limit is pooled globally across every data centre you use. If you blow through it there is no overage invoice: UpCloud sends a warning email and may throttle your servers to 100 Mbit/s for the rest of the month. Accounts that need more can opt into a metered unlimited-egress model at EUR 0.01 per GB, roughly $0.0114 per GB (about $11 per TB) on the dollar price list.

Storage, backups and add-ons

Block storage comes in three tiers. MaxIOPS is the fast one at about $0.25 per GB per month, Standard sits near $0.097 and Archive, which replaced the old HDD tier in 2024, is around $0.065. Storage beyond the amount bundled with a plan is billed per GB per hour on top of the plan price, and custom images cost about $0.37 per GB per month. Backups are a paid extra: Simple Backup adds a flat 10%, 20%, 40% or 60% to the server plan price depending on whether you want a day, week, month or year of retention, while flexible and on-demand backups are billed per GB. Extra IPv4 addresses run roughly $3.60 a month each; IPv6 is free. Windows Server licensing is charged per core per hour.

Support and management

Support is 24/7/365 in English via live chat and email, with no phone line and no paid managed tier for ordinary cloud servers. Scope is the infrastructure only: networking, storage, control panel, billing. Software inside your VM is your problem. There is no managed WordPress or cPanel product, though UpCloud does sell managed MySQL, PostgreSQL, Valkey and OpenSearch, managed Kubernetes and a managed load balancer, and its Essentials tier gives away a one-node load balancer, Kubernetes control-plane management for up to 30 workers and a development gateway at no charge.

Verdict

UpCloud is one of the more honest price lists in the cloud market: flat global rates, hourly billing with a monthly cap, no renewal markup, no egress meter and a 99.999% SLA that pays out fifty times the fee for the affected resource in service credits. The trade-offs are real, though. The entry price is above what DigitalOcean or Vultr charge for a comparable box, storage add-ons are not cheap, DDoS mitigation is not part of the published offer, and there is only a single Asian and a single Australian location. If you want a European-run, API-first cloud with a serious availability guarantee and you are comfortable running your own stack, it earns a place on the shortlist.
